Under the general direction of the Director, Office of Governmental Affairs (OGA), the Public Utility Regulatory Analyst II/III (PURA II/III) serves as a Legislative Liaison and monitors daily state and federal legislative and regulatory activity for the Commission. The PURA II/III provides expertise and assists the Director and members of the OGA team in support of identifying, tracking, monitoring and analyzing state and federal legislative and regulatory processes and activities that impact the industries overseen by the Commission - private electric, natural gas, telecommunications, water and transportation corporations.
The PURA II/III will meet with high level officials, including members of legislative offices to discuss legislation and other related legislative issues, prepares and makes written and verbal communications to legislative offices and advises Commission staff on positions or approaches to take on various issues before the state Legislature and Congress.
The PURA II/III also provides strategic guidance and coordinates Commission engagement with state and federal legislative and budget processes, and regulatory proceedings that affect the Commission and the industries overseen by the Commission, as well as researches federal funding opportunities and explores Commission engagement aimed at securing such funds that would enhance the Commission’s regulatory and programmatic functions.
The PURA II/III will also draft, edit and coordinate state legislative impact analyses, facilitate formal written responses to federal and state legislative staff inquiries and assist in the facilitation of, and participate in, formal testimony for Legislators and Commission representatives to be heard in state and potentially federal fiscal and policy committees. The PURA II/III will also interface with Commission state oversight and control agencies, such as the Department of Finance, and assist with the development of legislative fiscal impact analyses.
Finally, the PURA II/III will coordinate with Commission sister agencies and organizations such as the California Energy Commission, California Air Resource Board, California Independent System Operator, California State Transportation Agency, Department of Oil, Gas and Geothermal Resources and the State Water Resources Control Board.
