The Energy Cost of Service and Natural Gas (ECOSNG) Branch, within the Public Advocates Office, is comprised of four sections – Revenue Requirements Section, Operational Costs Section, Natural Gas Section, and Regulatory Cost Analysis Section. ECOSNG is responsible for representing ratepayer interests in proceedings involving energy general rate cases, reasonableness reviews, utility audits, utility mergers, purchases and sales of utility assets, cost of capital, natural gas procurement and policy, natural gas transmission and storage infrastructure, natural gas cost allocation and California natural gas transmission and distribution pipeline safety. ECOSNG is seeking a Program and Project Supervisor (PPS) to supervise, plan, and coordinate the activities of the Natural Gas Section. This leadership position in the branch directs and guides the Public Advocates Office's analysis and advocacy on complex and major regulatory, policy and program issues.
Under the general direction of the ECOSNG Program Manager, the PPS directly supervises the work of the Natural Gas Section staff, organizing and directing the work of professional staff consisting of engineers and analysts. The PPS' primary responsibilities include serving as project manager and providing program and policy direction, assigning and reviewing staff work product for policy consistency, accuracy, and work product quality, including overseeing the preparation of staff reports/expert testimony, briefs, and comments in formal CPUC proceedings related to natural gas utility procurement and policy proceedings, natural gas transmission and storage programs, natural gas rulemakings and investigations, general rate cases gas procurement incentive mechanisms, and other proceedings. Incumbent directs, organizes and manages the progress of all natural gas matters to ensure that the evaluation, investigation and policy is developed consistent with representing ratepayer interests and deadlines are met. The PPS' responsibilities also include staff development and appraisal, including training, hiring, and promoting, employee reviews, and any necessary disciplinary action; providing technical expertise and input on Section activities; and conducting general administrative duties.
