Under the general direction of the Program and Project Supervisor in the Communications Division's Carrier Oversight & Programs Branch, specifically within the Network Performance and Public Safety section, the Senior Telecommunications Engineer will conduct engineering surveys and studies of telephone company networks and facilities. This role involves analyzing data related to telephone service troubles and outages to identify areas in the state that experience chronic service issues.

The incumbent will prepare reports and memorandums summarizing the findings of these studies and will provide consultation and advice to Division management, as well as to administrative law judges and Commissioners of the California Public Utilities Commission (CPUC). Additionally, this position requires leading projects within a team of analysts, which may involve acting as a leader on complex projects that demand significant technical expertise. The incumbent will also take into account diversity, equity, and inclusion in policy analysis, stakeholder engagement, and internal processes.
The Carrier Oversight and Programs Branch of the Communications Division manages the California Public Utilities Commission (CPUC) service quality programs. These programs are designed to ensure that telephone companies deliver safe and reliable service. Staff members review the service quality data reported by these companies to ensure compliance with established service quality standards. They analyze this data to identify any concerns regarding the level of service provided.

Additionally, the branch offers advisory support to decision-makers on various regulatory issues, including the 9-1-1 network, federal and state network outage reporting, communications emergency measures, and service quality results specific to individual carriers.
