Virtual interviews via web portals or phone may be offered as deemed appropriate and feasible by the hiring manager – standard in-person interviews will still be offered if conditions permit.

Performs technical research and analysis on the Deaf & Disabled Telecommunications Program (DDTP) program as part of an ongoing review of program, policy, contracts and related invoices, the multi-million-dollar equipment or relay-related contract areas, for compliance with terms and the Commission policy and decisions along with State contracting rules. Incumbent prepares payment letters; coordinates as necessary with contractors/vendors, other Commission staff including Administrative Services, Legal and CD, and others as required.

Responsible for contractor evaluation or coordination of contract evaluation efforts and the issuance of new contracts (e.g., IFB/RFP) or amendments where required. Reviews and analyzes performance measures and tracks contractor performance. Performance standards are negotiated and set in the contracts and the performance measurements result from consumer feedback surveys. Incumbent analyzes those results in order to assess contractor performance and assess penalties that are set in contracts.
Develops portions of the annual program budget per PU Code 273 and required reports including triennial audit and annual program report per PU Code 274. The audit reports include financial and compliance information about program-related costs and activities for the DDTP. Incumbent researches and analyzes upcoming expense levels for new program budgets and makes recommendations in Resolutions which go before the Commission for approval. Forecast analysis includes analyzing data on population/demographic, industry and technological (e.g., Internet) changes as well as local and state statutory changes which directly impact future years' services and volume.
