Under general direction of the Program and Project Supervisor, the Public Utilities Regulatory Analyst (PURA) will assist more senior level staff when advising high-level decision-makers such as Commissioners, Judges, and Energy Division management on electric utility financing proceedings, general rate cases, and other matters related to utility costs and compliance. The PURA may begin to coordinate smaller proceedings and take increasing responsibility for discrete subject matters, or generally act as a team member working under the guidance of the project coordinator of larger proceedings. The PURA will assist senior level staff analyzing utility general rate case requests, cost of capital applications, utility requests to securitize costs through issuance of recovery bonds, and other utility financing matters.
The PURA will perform other work and assist more senior team members and Energy Division management as necessary. Such tasks may include coordinating and contributing to written reports, performing qualitative and quantitative analysis related to utility and other party proposals, addressing complex utility advice letter submissions, and reviewing proposed legislation.
