Duties Summary
The Public Utilities Commission ("Commission") regulates all chartered, franchised, certificated, and registered public service companies operating in the State of Hawaii ("State") that provide electricity, telecommunication, gas, private water and sewage, motor and water carrier transportation services and other entities as required by law ("regulated entities"). The Commission has statutory authority to enforce applicable State statutes, to establish and enforce administrative rules and regulations, and to set policies and standards.
The Office of Policy and Research ("Office") provides comprehensive and technical policy analysis and research; financial, statistical, and economic evaluations; legislative and media support functions; and assists with the development of Commission rules and policies.
The primary functions of this position include but is not limited to, conducting research and analyzing matters under consideration and investigation by the Commission inclusive of emerging issues and developing trends in the regulated entities; policy and rules development and advisement; and coordinating, managing and overseeing the Commission's Legislative initiatives.
Minimum Qualification Requirements
Knowledge
Knowledge of management, project management, and administration of available sources and types of information and methods of analysis and application. Knowledge of the principles, practices and procedures of the Commission, its general orders, rules, tariffs and decisions and orders; applicable Hawaii Revised Statutes; the legislative process; and comprehensive research and analytical techniques.
Skills/ Abilities
Demonstrated ability to effectively and efficiently conduct research, carryout technical projects within specified timetables; make sound policy recommendations; establish and maintain effective working relationships; communicate effectively, both orally and in writing; maintain confidentiality in the use of confidential information; and to maintain regular attendance.
Education
This position requires a Bachelor's degree from an accredited four (4) year college or university in business, economics, mathematics, or a related field. The possession of a Master's degree in one of the above fields of study is highly desirable and may be substituted for one (1) year of Specialized Experience.

Experience**
Must possess at least a minimum of three (3) years of progressively responsible professional research and analysis work experience that shall have included conducting extensive research, the compiling and analysis of data and information, formulating conclusions, and providing recommendations; or worked as a PUC Utility Analyst I for least one (1) year.
