The Missouri Public Service Commission regulates investor-owned electric and natural gas utilities in Missouri. We ensure that Missourians receive safe and reliable utility services at just, reasonable and affordable rates. The Tariff/Rate Design Department evaluates and makes recommendations on all investor-owned electric and natural gas (IOC) tariff filings; participates in almost all formal IOC cases such as rate, complaint, application, territorial agreements, sales, mergers etc. by providing technical support and expertise; performs rate design, weather normalization and class cost-of-service studies and defends the results of those studies in formal cases before the Commission; and monitors issues and developments affecting the electric and natural gas industries in Missouri.
What you’ll do:
- Analyses may include promotional practices and evaluating multiple rate and tariff scenarios using the principles of prudence and risk management.
- Detailed review and analysis of potential outcomes resulting from tariff language.
- Develop understanding of the interrelation of tariff language and mechanisms.
- Provide recommendations based upon IOC tariff filings.
- Develop policy recommendations.
- Develop billing units and revenues.
- Determine rate impacts.
- Requires extremely detailed verification of analyses presented by regulated utilities, consultants, and other interested parties.
- Develop and make recommendations to the Commission based on the results of their analysis of the issues.
- Provide written testimony and memoranda.
- Provide testimony in a hearing room setting.
- Position may require occasional in- and out-of-state travel.
Minimum Qualifications
- A Bachelor’s degree from an accredited college or university and;
- 4-6 years of relevant experience.
- Experience with spreadsheets and word processing is essential.
- The ability to work well independently and in a team environment is a must.
- Strong written and oral communication of technical subjects as well as the ability to comprehend and interpret technical writing are essential to this position.
