Job Description:

The Nebraska Public Service Commission seeks an experienced, self-motivated manager to assist in leading and overseeing all financial activities within the agency’s Finance department. The Accounting and Finance manager will provide highly responsible and complex financial and administrative support to the Director of Finance and Operations; coordinate and aid in the preparation of the biennial budget for the agency, monitor the budget for all departments; ensure financial reporting and procedural compliance with all applicable Federal and State regulations, including governmental and generally accepted accounting principles; and coordinate and provide information related to the state’s Annual Comprehensive Financial Report (ACFR).

Schedule: 8:00 am – 5:00 pm, Monday – Friday; flexibility available to promote work-life balance.



Hiring Rate: $86,758 annually, salary is negotiable commensurate with experience.


Job Duties:

  • In cooperation with the Director of Finance and Operations plan, direct and coordinate the Finance department’s work plan; supervise accounting and procurement processes, including accounts receivable, accounts payable, contracts, purchase orders and requisitions and legislative fiscal analysis.
  • Assist in the development and implementation of Finance Department goals, objectives, policies, procedures, and priorities; ensure overall department vision and goals are successfully implemented and support the agency’s goals.
  • Continuously monitor and evaluate the efficiency and effectiveness of financial and accounting procedures, identify opportunities for improvement, and work with management to direct implementation of change management.
  • In cooperation with the agency’s internal auditor, maintain proper internal controls among staff functions and recommend changes.
  • Analyze general ledger to ensure that expenditures and revenues are properly accounted for, work with staff to correct miscoding, and make appropriate changes.
  • Analyze and interpret complex financial data, identify discrepancies or variances, and interpret and apply the correct accounting treatment for resolution.
  • Manage and participate in the development and administration of the agency’s biennial budget; review and submit supplemental appropriations requests and budget amendments where needed.
  • Consistently monitor all agency expenditures to ensure compliance with adopted budget; monitor cash funds through a cash flow analysis process.
  • Manage financial aspects of the agency’s federal grant programs, oversee monitoring and reporting.
  • Obtain internal information for and coordinate agency response on matters related to inquiries for the state’s Annual Comprehensive Financial Report (ACFR).
  • Ensure compliance with federal and state laws and accounting standards.
  • Work collaboratively with other departments regarding finance, accounting and budget matters.
  • Assist Executive Management with advising Commissioners on financial and budget matters.
  • Independently handle a variety of projects; assists with special projects assigned by the management.

Requirements/ Qualifications:

Minimum Qualifications:

Bachelor’s degree in business administration with emphasis in accounting or related field. Five (5) years of accounting and/or budgeting experience, two years of which have been in a responsible supervisory capacity. Proficiency with Microsoft Excel, including complex formulas and computations. Please include salary requirements as part of the application.

Preferred Qualifications:

CPA or other relevant professional certification. Previous experience with the State of Nebraska’s Enterprise One financial system, including accounts payable, accounts receivable, procurement, fixed assets and budget. Previous experience with the State’s Budget Request and Reporting System. Knowledge of and experience with governmental accounting and auditing principles and procedures

Knowledge, Skills and Abilities:

Knowledge of: business practices/methods/systems; general accounting systems; state accounting policies/procedures; state purchasing processes/policies/procedures; personnel policies and principles; agency rules/regulations and policies/procedures.

Ability to: establish positive working relationships with all contacts; identify and resolve problems; read, understand, interpret and apply rules/regulations, policies/procedures, laws, and other work directives, establish priorities; make independent decisions; supervise/direct/coordinate staff.

Skill in: budget preparation and reporting; mathematical computations; oral presentation; supervising; developing and managing complex spreadsheets
