Summary:

This is a multi-discipline position assisting with internal regulatory processes related to the Department of Energy’s (DOE) and the Public Utilities Commission’s (PUC) regulation, performing legal and administrative functions vital to the operations and support for the legal and regulatory staff of the DOE, which represent the DOE, on behalf of New Hampshire citizens and utility customers, in adjudicative, rulemaking, and legislative proceedings.

MINIMUM QUALIFICATIONS

Education: Associate's degree in business science with major study in legal science, business, or legal stenography, paralegal studies or a related legal field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Five years' experience as a Legal Secretary, paralegal or in an area, which provided experience with legal terminology. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: None required.

  3. Ability to prepare and draft legal documents.

Responsibilities:

Gather and arrange evidence and other legal documents for attorney and analyst review, case preparation and filings for DOE and PUC dockets. Collaborates with legal, regulatory, and other DOE Staff to prepare, review, and summarize pleadings, reports, technical statements, testimony, data requests and responses, and other documents associated with proceedings related to the DOE’s and the PUC’s jurisdiction, in accordance with established filing requirements, rules, and statutes.

Research relevant statutes, rulings and precedents used to prepare written summaries related to DOE or PUC proceedings and as a basis for answering requests for legal opinions or contested case decisions. Generates data compilations to support analysis and the development of positions in dockets.

Serves as a liaison between regulatory staff and attorneys while working on active issues and cases and conducts meetings to present information relative to ongoing departmental activities. Maintains effective working relationships with DOE staff, regulated entities, and other industry stakeholders, the PUC and other government officials, and the public.

Collaborates with legal, regulatory, and other DOE staff to develop responses to inquiries, complaints, and the legislature as it relates to proposed or pending legislation.

Coordinates the development and implementation of policies, procedures, and compliance solutions to enhance effectiveness and efficiency of operations. Reviews procedures routinely, making appropriate modifications when necessary, and develops new procedures to improve the quality of service to legal and regulatory staff.

Organizes and maintains complex, voluminous files and data pertaining to DOE and PUC proceedings, manages File Transfer Protocol site, and preserves electronic files, including docket filings and discovery, in a logical and readily accessible manner.

Reviews daily docket and coordinates with attorneys on dates and deadlines for deliverables in DOE and PUC dockets. Maintains current list of dockets including staff assignments, issues presented and procedural posture.

Schedules, and makes logistical arrangements for meetings and facilitates the participation of consultants or other external meeting participants.
