OGC acts as legal counsel to the Commission itself, providing advice concerning adjudicatory, consumer, and rulemaking matters that are before the Commission for its decision, as well as legislative matters and internal agency issues.

Why does the job exist?

This is an attorney position within the OGC that advises the Commissioners, as required by statute.

How does it get done?

This position is part of a team responsible for independently managing a caseload of adjudicatory, consumer, and rulemaking matters before the Commission.  This position advises the Commission with regard to procedural and substantive complex legal issues concerning such matters, including advising with regard to the final outcome.   This position drafts proposed orders for Commission consideration at the Commission's regular open meetings and provides advice concerning such matters publicly at such meetings, in addition to advice that may be provided confidentially.  The position may also assist in drafting internal agency policies and advising as to matters concerning the administration of the agency.

Who are the customers?

OGC's client is the Commission itself, which is currently composed of three Commissioners appointed by the Governor.

Ideal Candidate

• Juris Doctorate degree from an accredited school of law.
• Admitted to the State Bar of New Mexico or qualified to apply for limited practice license; recent grads must sit for and pass next available NM Bar exam
• Two or more years experience practicing law is preferred, but new graduates will be considered.
• A background or interest in regulatory law, especially utility regulation, or other fields which like utility regulation can be complex, requiring extensive and sophisticated legal research and writing abilities, and strong analytical and organizational skills is desirable but not necessary.
• Also helpful is experience with case management and independently balancing priorities, including effectively meeting deadlines.

Minimum Qualification

Juris Doctorate degree from an accredited school of law. Must be licensed as an attorney by the Supreme Court of New Mexico or qualified to apply for limited practice license (Rules 15-301.1 and 15-301.2 NMRA). Employment Requirements

All Attorney classifications must be and remain licensed as an attorney, in good standing, by the Supreme Court of New Mexico, or licensed as an attorney and in good standing by the highest court of another state and eligible pursuant to the limited license provisions (See Rules 15-301.1 and 15-301.2 NMRA).

Working Conditions

Work is performed in an office setting: late hours, weekends, on-call and callback work may be required. Will be exposed to regular periods of video display terminal and keyboard usage and stressful situations. Travel is required. Possible exposure to irate clientele. Incumbent will work under stress and frequent time constraints.
