North Carolina Utilities Commission is a state regulatory agency that oversees investor-owned electric, natural gas, water and wastewater, telecommunications, and certain transportation utilities. The Commission conducts rate cases, approves certificates of public convenience and necessity, and administers regulatory fee reporting. It provides consumer information, complaint processes, dockets for filings and orders, and schedules technical conferences and public hearings on utility matters. It also implements statutory requirements such as the state carbon plan and integrated resource planning. The agency works with an independent Public Staff that represents the interests of using and consuming public before the Commission.
