DIVISION – RULES AND PROJECTS
Rules and Projects (RAP) is primarily responsible for managing the Commission’s rulemaking efforts. This involves coordinating staffing and subject matter expertise across the agency, establishing rulemaking priorities and timelines, leading individual rulemaking projects, responding to petitions for rulemaking, providing consistency and quality control across rulemakings, and refining the agency’s rulemaking processes.
RAP also leads or contributes to a number of special projects across the agency, including agency reports, interagency councils, process improvements, special audits, and other interdivisional efforts.

The division is seeking a Legal Assistant to provide support through legal research, document drafting, records management, and coordination of rulemaking activities. This role assists attorneys and staff by tracking deadlines, organizing filings, and preparing materials that help guide how utilities operate across the state.
