DIVISION – RATE REGULATION

DEPARTMENT – TARIFF AND RATE ANALYSIS

The Rate Regulation division is the branch of the PUCT that is most involved in the agency's traditional regulatory rate-setting function. The Rate Regulation division consists of two sections: Financial Review and Tariff and Rate Analysis.

The Financial Review section includes staff members with educational backgrounds primarily in accounting and finance; these staff members evaluate the legitimacy and reasonableness of a utility company's expense levels and develop estimates of an appropriate rate of return on the utility company's capital investment.

The Tariff and Rate Analysis section includes staff members with educational backgrounds primarily in economics and finance; these staff members develop the specific rates that a utility company charges its customers and address issues related to the proper allocation of a utility's costs to different customer groups, such as residential, commercial, and industrial customers.

The Rate Regulation Division also leads and participates in various rulemaking proceedings and works on other projects involving rate-related issues for electric, water, and telephone utility companies.

Turn economic analysis into regulatory decisions that impact millions of Texans. Tariff and Rate Analysis is seeking a Rate Analyst, to support the PUCT’s Rate Regulation Division by evaluating utility cost and rate proposals, analyzing economic and statistical data, and reviewing filings from regulated electric, telecommunications, and water and sewer utilities. This role develops written recommendations for Commission decision-makers, participates in rate-setting proceedings and policy reviews, and helps ensure consumers across Texas receive fair, reasonable, and compliant utility rates.

SALARY RANGE

Salary commensurate with Qualifications.

The ideal candidate should possess the following minimum qualifications.

Financial Analyst I

Bachelor's degree from an accredited college or university with a degree in economics, business administration, finance and a minimum of twelve (12) semester hours in microeconomics, macroeconomics, or statistics/econometrics/calculus.

Financial Analyst II

Bachelor's degree from an accredited college or university with a degree in economics, business administration, finance; a minimum of twelve (12) semester hours in microeconomics, macroeconomics, or statistics/econometrics/calculus; and a minimum of one (1) years of full-time work experience in a position involving utilities, economic, statistical, or regulatory analysis.

Preferred Qualifications:

• Graduate degree in economics, business administration, finance, or related field, or relevant professional certification (such as CPA, CFA, etc.).

· Experience as an expert witness in major regulatory proceedings.

· Experience performing regression analyses using common statistical software packages.

WORK SCHEDULE

The PUCT operates on a standard work schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m. Employees may request an alternative work schedule in accordance with the PUCT's Alternative Work Schedule Policy. Approval of such requests, including any form of telecommuting, is at management's discretion and based on the business needs of the agency and the requirements of the position.

New hires become eligible to telecommute with supervisor approval after completing 30 to 90 days of employment. Supervisors may require new hires to report to the office more frequently if necessary to support training, performance, or business needs.

Salary commensurate with qualifications. The salary of an ERS Retiree or non-contributing member may be 6% less than the recommended salary.

REMARKS

• The Public Utility Commission of Texas (PUCT) participates in the EVerify+ system to confirm employment eligibility for all newly hired employees. All candidates must be legally authorized to work in the United States at the time of hire.

• Employment offers are contingent upon successful completion of the EVerify+ employment eligibility process.

• The PUCT does not have the ability to sponsor employees for work authorization and does not have a formal training program to participate in the STEM OPT extension program sponsored through U.S. Universities.

• Newly hired employees must successfully complete their six-month probationary period and have a satisfactory performance review on file before becoming eligible to apply for other positions within the PUCT.

• Employees who transfer to a new position or division must remain in their new role for at least six months and have a satisfactory performance review before applying for another position within the PUCT.

• Employees are not eligible to apply for positions within their classification series in their current division. This restriction does not apply for supervisory positions within the same classification series. Advancement within a classification series in the same division occurs through the promotional process based on demonstrated performance at the high level.
