GENERAL DESCRIPTION
Performs advanced to highly advanced program administration and coordination work for the Texas Energy Fund
(TxEF) division. Work involves coordinating the implementation of assigned TxEF programs; monitoring
regulatory and process compliance; analyzing policies, procedures, and efficiencies; supporting policy
development and implementation; coordinating cross-functional initiatives and vendor and contract oversight;
developing executive reporting; and identifying, developing, and implementing process improvements. Works
under limited to minimal supervision, with considerable latitude for the use of initiative and independent judgment.
ESSENTIAL FUNCTIONS
• Coordinate program operations and cross-divisional implementation of assigned TxEF programs, ensuring
consistent processes, documentation, and effective follow-though on program requirements and
deliverables.
• Monitor compliance with applicable statutes, rules, policies, funding agreements, contracts, and other
program requirements; identify compliance issues and coordinate appropriate follow-up.
• Analyze proposed statutory, regulatory, and policy changes and existing regulatory frameworks to assess
potential impacts on TxEF programs and operations.
• Support the development, review, implementation, and documentation of TxEF policies, procedures, and
program requirements.
• Research and develop evidence-based policy and program recommendations and present findings, options,
and recommendations to division and agency leadership.
• Analyze standard operating procedures, workflows, and program processes to identify inconsistencies, gaps,
risks, and opportunities for improved efficiency and effectiveness.
• Develop, recommend, and support the implementation of standardized processes and procedures to
promote consistency and alignment across TxEF programs.
• Identify and implement process improvements designed to increase operational efficiency, strengthen
internal controls, reduce delays, and improve consistency across TxEF programs.
• Coordinate cross-functional initiatives involving program, legal, financial, procurement, vendor, and other
agency staff to support program implementation, resolve issues, and improve communication and workflow.
• Coordinate vendor and contract oversight activities and evaluate vendor performance and deliverables for
compliance with contractual requirements, program requirements, and policy priorities.
• Review grant and loan payment requests, vendor invoices, and related documentation to evaluate accuracy,
completeness, and compliance with program, funding, and contractual requirements.
• Monitor and track regulatory findings, corrective actions, compliance commitments, and other required follow-
up activities involving vendors and TxEF programs.
• Support internal and external regulatory compliance and reviews, audits, legislative requests, and other
oversight activities, including coordinating and preparing responsive program documentation.
• Lead the development and maintenance of executive-level reports, dashboards, metrics, and other tools
used to monitor program performance, compliance, milestones, risks, and deliverables,
• Maintain and enhance program data records, and documentation necessary to support program tracking,
regulatory compliance, audit readiness, executive reporting, and performance evaluation.
• Support the development and maintenance of eligibility documentation, public information request (PIA)
responses, and internal reporting needs.
EFECTIVE DATE: 08/18/26• Prepare and present reports, briefings, analyses, recommendations, and other materials for division
leadership, executive management, Commissioners, agency staff, and external stakeholders, as assigned.
• Conduct site visits to monitor vendor activities, perform site assessments, verify project milestone completion,
and participate in on-site meetings to support program oversight and compliance.
• Attend work regularly and observe approved work hours in accordance with agency leave and attendance
policies.

• Adhere to all PUC personnel policies and division procedures and perform other work as assigned.
MINIMUM QUALIFICATIONS
Program Specialist V
• Graduation from an accredited college or university with a bachelor’s degree or higher; and
• Three years of full-time, paid professional experience in program administration, program coordination
regulatory or compliance activities, policy implementation, process improvement, contract or vendor
oversight, or other closely related program work.
• Additional related experience may be substituted for the required education on a year-for-year basis.
Program Specialist VI
• Graduation from an accredited college or university with a bachelor’s degree or higher; and
• Four years of full-time, paid professional experience in program administration, program coordination
regulatory or compliance activities, policy implementation, process improvement, contract or vendor
oversight, or other closely related program work.
• Additional related experience may be substituted for the required education on a year-for-year basis.
PREFERRED QUALIFICATIONS
• Experience supporting or administering a state or federally funded grant, loan, or other Contract Management
programs.
• Experience interpreting or applying statutes, rules, policies, funding agreements, or other regulatory or
program requirements.
• Experience developing, reviewing, or implementing policies, procedures, standard operating procedures, or
process improvements.
• Experience with contract or vendor oversight, regulatory compliance, audits executive reporting, or program
performance monitoring.
