GENERAL DESCRIPTION
Performs moderately complex accounting work in the Financial Resources Department in support of the
Commission’s financial operations. Work involves processing, reviewing, and reconciling accounting
transactions, maintaining accurate financial records; monitoring and analyzing budget activity; preparing financial
reports and schedules; supporting audits and internal controls; and ensuring compliance with state accounting
requirements and agency policies and procedures. Work is performed under general supervision with limited
latitude for the use of initiative and independent judgment.
ESSENTIAL FUNCTIONS
• Perform professional accounting work related to accounts payable, expenditures, encumbrances, and
financial reporting in compliance with state and agency requirements.
• Review and process vendor invoices, payment documentation, and supporting records to ensure accuracy,
completeness, and compliance.
• Enter, review, and reconcile financial transactions in CAPPS; research and resolve discrepancies or
variances.
• Assist with preparation and analysis of financial statements, schedules, and reports.
• Monitor budget activity and assist with identifying and resolving budget variances.
• Maintain accurate financial records and documentation in accordance with records retention requirements.
• Support audits, financial reviews, and internal control processes by providing documentation and analysis as
requested.
• Serve as backup support for related fiscal functions such as payroll, SPA, or travel accounting, as assigned.
• Prepare special financial reports or projects as needed.
• Attend work regularly and observe approved work hours in accordance with agency leave and attendance
policies.

• Adhere to all PUC personnel policies and division procedures and perform other work as assigned.
MINIMUM QUALIFICATIONS
• Bachelor’s degree from an accredited college or university and three (3) years of full-time professional
accounting work experience performing duties such as accounts payable, general ledger entries,
reconciliations, financial reporting, or budget-related accounting work.
• Additional full-time accounting experience may be substituted for education on a year-for-year basis.
PREFERRED QUALIFICATIONS
• Experience using CAPPS Financials and USAS.
• Experience performing accounting work in a Texas state government agency or other public-sector
governmental entity.
• Experience supporting financial audits, reconciliations, or internal control processes.
