About this Job

This position is within the LA Public Service Commission’s (LPSC) Management & Finance Division – Information Technology - Records Division. The Records Division is responsible for maintaining all records of the LPSC. Records are maintained in paper form, microfilm and electronically for the entire Commission including the Administrative Law, Utilities, Office of General Counsel/Legal, Auditing, Economics, Management/Finance and Transportation divisions. In addition to maintaining all records, the Records division works as the IT departments primary point of contact with commission staff and the public on interfacing with the Commission’s electronic document management and case docketing system (Valence system).

We’re looking for a Business Technology Analyst to serve as the main point of contact for the LPSC Bulletin, act as Liaison between the Secretary of State Archives and State Library Recorder of Documents, as well as creating a professional environment for visitors and providing support that keeps our division running smoothly.

Minimum Qualifications

Three years of experience in information technology, project management or business analysis; OR

Six years of full-time work experience in any field plus one year of experience in information technology, project management or business analysis; OR

An associate’s degree in information technology plus one year of experience in information technology, project management or business analysis; OR

A bachelor’s degree plus one year of experience in information technology, project management or business analysis; OR

A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field; OR

A master’s degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information

Job Duties:

As a Business Technology Analyst, you will serve as a Liaison for the division. You will be point of contact for the public trying to navigate our online system, and the Liaison between our agency, Secretary of State, and State Library. In this role, you will:

  • Greet visitors, runners, and staff with kindness and professionalism
  • Need the basic skill set of computer operations, typing, scanning, copying, faxing, Word, Excel, and Outlook, be able to operate a microfilm machine, and the ability to organize paper and digital files
  • All Records employees are liaisons to staff and the public regarding the web access to our public digital database. We need to be able to communicate well and troubleshoot if there is an issue, and report it to the correct IT personnel to keep things running smoothly
  • Assist with data entry, scanning, filing, and distribution of filings, as well as answer incoming calls, provide general information, and provide information regarding any filing requirements
  • Make sure all intervenors are placed on the service lists correctly, and Quality Check the previous day’s filings scanned into our database
  • Perform monthly report tasks and forward them to the correct departments, occasionally create spreadsheets, letters, and other documentation
  • Generate bulletin deadlines, generate and publish the bi-weekly bulletin, maintain the yearly inventory of movable property, maintain the procedures book, and maintain the docket descriptions list
  • Along with other staff, maintain the cleanliness and organization of the records room and all file rooms to ensure an efficient working environment
  • Occasionally attend Records Management Training to ensure we are always in compliance with the Secretary of State’s requirements
  • This position is the backup for the Business Technology Supervisor. Must be able to perform tasks without supervision, and take on extra responsibility (short-term) if asked

Work Schedule: Work hours are 8:00 AM to 4:30 PM, Monday-Friday.

Compensation: The salary offered will be determined based on qualifications and experience.
