Modeling Analyst (GOVEX) Nature of Work Meeting the goals of the Energy Transition Act (ETA) requires robust, independent analysis of system reliability, emissions performance, grid interconnection and resource portfolios. Currently, the PRC relies heavily on utility-submitted modeling, often developed by outside consultants. By establishing internal modeling capabilities, the agency will be better equipped to test assumptions, evaluate alternative scenarios, and provide more rigorous and transparent oversight of utility filings and statewide planning efforts. This position will report to the Utility Division Director and will be responsible for: • The operation of modeling software to analyze production cost, distribution and interconnection scenarios • Consulting with various stakeholders within the agency regarding modeling results and the implications they demonstrate • Providing a resource for the agency to independently evaluate utility filings and statewide resource planning scenarios consistent with ETA • This modeling capability would support the Commission’s role in reviewing utility integrated resource plans, grid modernization proposals, and other filings related to clean energy implementation Key Knowledge and Skills Required • Advanced knowledge and experience working with modeling software • Ability to analyze results from modeling scenarios Education and Experience Standards: • Degree: Bachelor’s in Electrical Engineering, Economics, Finance, or related quantitative field • Experience: 5-10 years in power systems/energy modeling, with specific software experience (e.g., 5+ years in PROMOD/MAPS). • Analysis: Economic & techno-economic analysis, data analysis, risk assessment. • Soft Skills: Communication, presentation, problem-solving, leadership, strategic thinking, ability to work independently as well as collaboratively.
