The State Corporation Commission (SCC) seeks a Modernization Manager focused on streamlining the operation of the SCC’s Information Technology Division (ITD). The selected candidate for this newly created role will collaborate with SCC leadership to ensure that ITD operations align with the SCC’s overall business objectives. The Modernization Manager will plan, coordinate, direct, and design IT-related activities for the SCC and will provide administrative direction and support for the daily operational activities of two direct reports. The selected candidate for this position will work closely with decision makers in other areas of the SCC to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization. The initial focus for the Modernization Manager well be the SCC’s desire to leverage Low Code Applications Platforms, AI, and Robotic Process Automation (RPA).

Additional responsibilities of this position are below:

  • Actively participate in operational and strategic planning, including fostering innovation, planning projects, and organizing and negotiating the allocation of resources.
  • Manage the deployment, monitoring, maintenance, development, upgrade, and support of IT systems service offerings.
  • Collaborate with stakeholders to define business and systems requirements for new technology implementations.
  • Stay current with the latest technologies.
  • Review and monitor active SCC projects and project portfolio.
  • Manage IT staff, including recruitment, training schedule coordination, development, and performance evaluation
  • Establish and maintain regular written and in-person communications with SCC executives, division heads, and end users regarding pertinent IT activities.
  • Benchmark, analyze, report on, and make recommendations for the improvement and growth of the IT infrastructure and IT systems.
  • Manage financial aspects of the catalog, including purchasing, budgeting, and budget review.
  • Manage multiple vendor relationships to ensure service levels, performance metrics, and contractual obligations are consistently met.
  • Develop and implement all IT policies and procedures for managed platforms, including those for architecture, security, disaster recovery, standards, purchasing, and service provision.
  • Perform related work as required

The Modernization Manager position offers a hybrid work schedule (some in-office and telework days each week) as well as a variety of professional development and training opportunities.

Preferred Qualifications

  • 8 or more years of professional experience in IT infrastructure planning and development and experience managing professional staff. Some applications and/or project management experience is strongly preferred.
  • Experience and working knowledge providing SaaS based systems such as: Microsoft Dynamics, Microsoft Power Platform, Box Enterprise Content Management, Adobe Management Platform, the Microsoft Power Platform, Robotic Process Automation solutions.
  • Experience implementing SaaS based platforms to modernize an organization
  • Proven experience managing multiple vendor relationships effectively
  • In-depth knowledge of applicable data privacy practices and laws.
  • Strong understanding of project management principles.
  • Strong leadership skills.
  • Excellent written and oral communication skills.
  • Excellent interpersonal skills and customer service orientation.
  • Ability to conduct and direct research into IT issues and products as required.
  • Ability to present ideas in business-friendly and user-friendly language.
  • Financial acumen and the ability to create business cases, budgets, etc.
