The State Corporation Commission’s Division of Public Utility Regulation (PUR) seeks an Analyst interested in a rewarding public service career. The Division of Public Utility Regulation provides support to the Commission in its regulation of Virginia’s investor-owned electric, natural gas, water, and sewer utilities; member-owned electric cooperatives; and the telecommunications industry. The position offers a hybrid work schedule, generally 3 days of telework and 2 days in office per week, as well as continuing education, professional development opportunities, and career growth.
Essential Duties and Responsibilities
- Investigate electric and gas utility proposals for rate increases, certificates of public convenience and necessity, integrated resource plans, demand side management programs, and renewable portfolio standard plans
- Conduct jurisdictional and class cost of service studies of utility rate proposals
- Design rates for each rate class to recover the revenue requirement
- Perform statistical analysis of utility proposals
- Document findings of investigations in pre-filed written testimony and reports
- Defend findings as an expert witness at evidentiary hearings
- Participate in professional development opportunities to advance knowledge of the ever-changing energy industry, public utility laws, and regulatory practices
- Perform related work as assigned
Preferred Qualifications
- Professional experience in financial or economic analysis, linear regressions, statistical analysis, and/or cost-benefit analysis
- Experience or exposure to utility cost of services studies and/or knowledge of PJM energy and capacity markets is a plus
- Without related professional experience, the minimum requirement is a bachelor’s degree in accounting, business, economics, finance, mathematics, public administration, statistics, or a related field
- Ability to conduct investigations to determine compliance with existing statutes, rules and regulations
- Exceptional research skills with highly detailed analysis and strong reading comprehension
- Ability to work on studies or research projects concerning issues and exercise judgement in collecting statistical, economic, financial, and administrative data in writing narrative interpretations
- Ability to convey technical information to both technical and non-technical audiences through verbal and written communication
- Ability to effectively prepare and present oral testimony in a court proceeding
- Self-starter who can manage tasks independently
- Ability to establish and maintain professional working relationships with SCC staff and industry personnel
