The State Corporation Commission’s (“SCC” or “Commission”) Office of General Counsel (“OGC”) seeks a staff attorney to join its Financial Services section. Attorneys in this section perform a wide range of legal activities and support internal clients, including staff in the SCC’s Bureau of Insurance (BOI). The Attorney selected for this position will primarily provide legal counsel to and represent the BOI’s Financial Regulation (“FRD”) and Property & Casualty (“P&C”) Divisions. The Attorney will work closely with BOI and OGC staff to advise on legal issues concerning insurance regulation. The Attorney must be able to analyze complex scenarios and synthesize information to provide oral and written guidance.  The selected attorney will i) represent BOI as staff counsel; ii) provide legal advice to the BOI staff; iii) prepare draft orders, opinions, and regulations; iv) conduct research and draft memoranda and correspondence concerning FRD and P&C matters; and v) coordinate, review, and oversee work performed by outside professionals related to insurance matters.

This position offers the opportunity to have considerable responsibility over projects involving both independent and team-based work. The attorney selected for this position may assist the BOI with legislative matters, including drafting, reviewing, and providing advice on proposed legislation. This attorney may also have an opportunity to participate with the BOI staff in activities of the National Association of Insurance Commissioners (NAIC), including committees, task forces and working groups addressing regulatory issues in the insurance industry at a multistate level. This position offers a hybrid work schedule (some in-office and telework days each week) as well as training and professional development opportunities.

Qualifications

Preferred qualifications for this position include experience in regulatory and administrative law and some experience in the financial services or insurance industry. At a minimum, candidates must have graduated from an accredited law school by December 2025 and i) be a member of the Virginia State Bar, ii) be eligible for membership by motion; or (iii) successfully pass the next available Virginia bar examination.  Ideal candidates for this position will have the ability to: research questions of law and interpret rulings; analyze difficult and novel legal questions; draft legal memoranda, opinions, and pleadings; and participate in formal proceedings before the Commission. Excellent oral and written communication skills and the ability to work effectively both independently and as part of legal teams representing divisional clients are essential for success in this role. Time management skills, the ability to handle multiple projects, and the ability to meet deadlines are also critical to this position. Any work experience or educational background in finance, economics, or accounting is a plus.
