Salary Consideration: Range 65, Step A ($78,912) – Step L ($103,536) annually.

The starting employment offer will be determined based on the successful candidates’ qualifications. Typically Step M of the pay range is a longevity step.

The Opportunity:
The Washington Utilities and Transportation Commission (UTC) is seeking to fill the role of one (1) Regulatory Analyst 3 within the Water and Transportation Section of the Regulatory Services Division. This advanced position plays a critical role in helping the commission navigate complex technical issues by conducting reliable analysis, packaging information clearly and accurately, identifying the critical decision points of complex utility and transportation filings, and balancing stakeholder interests.

Hybrid:

Although this is a hybrid opportunity, the successful incumbent must reside within Washington state and must be available to report to the Lacey, Washington headquarters building when needed.

Travel:

Moderate travel during and outside normal work hours, throughout Washington state or the United States, may be required. This includes occasional overnight stays.

Duties

The Position:

Reporting to an assigned Section Manager, the Regulatory Analyst 3 position directly supports the agency's mission by providing technical analysis and recommendations on utility and transportation services and the rates charged for those services.

This position completes most assignments independently under general direction with limited supervision. The Section Manager will assign specific filings or projects, but tasks are largely unstructured. This requires the incumbent to exercise judgement in establishing priorities, conducting research, accurately identifying problems and critical issues, determining the appropriate methods to evaluate those issues, and making informed and principled decisions on the development of staff positions and polices.

What you’ll do:

Provide the commission with recommendations on decisions for utility and transportation filings through formal written memoranda; Commissioner briefings; public presentations; formal adjudications, such as general rate proceedings, through written and oral testimony. Assignments may often include unusual, strategically important, or politically sensitive issues and have a high degree of complexity.

This position engages with policymakers, agency leaders, the Commissioners, industry advocates, company representatives, and other stakeholders affected by commission decisions in a collaborative manner. A successful incumbent can communicate clearly, concisely, and describe issues in easy-to-understand terms. Expert-level recommendations are guided by the application of standard rules, procedures, orders, or processes, but also require exercising judgment or creativity.

Additional duties include, but aren’t limited to the following:

  • Reviews, analyzes, and reaches conclusions on complex utility and transportation filings that may be broadly scoped and have significant impacts on consumers and utilities.
  • Independently evaluates the validity of utility and transportation requests through quantitative, qualitative, and anecdotal analysis and by applying advanced principles of economics, financial accounting, and regulatory theory.
  • Independently conducts research that is directly relevant to the regulation of public utilities and transportation companies in Washington.
  • Translates complex and technical concepts into accessible terms for decision-makers through memoranda, formal testimony, or presentations on tariff filings, petitions, and other relief sought by utilities, transportation companies and stakeholders.
  • Leads rulemaking teams or participates as a member of a rulemaking team drafting administrative rules to implement new legislation, streamline or improve existing administrative procedures, and eliminate or replace outdated processes.
  • Leads or participates as a member of a team to assess utility and transportation rate filings critically, comprehensively, and holistically.
  • Initiates or leads complex and specialized staff investigations concerning business practices or potentially problematic regulatory issues.
  • Leads or participates in teams for policy dockets on complex regulatory issues.
  • Leads and participates in agency processes as a representative of the UTC. This includes preparing fiscal notes and detailing how a proposed bill would affect the agency's workload, providing responsive materials for requests for public records, and attending section meetings and agency-required meetings.
  • Provides information and process guidance to companies, customers, and other stakeholders.
  • Supports other staff members with written deliverables by providing clarifying, corrective, or substantive edits. Assists team members with creating narrative aids that help convey meaningful messages from complex information, visual presentations, charting, and infographics.

Qualifications

Required Qualifications:

  • A bachelor’s degree involving major study in science, technology, engineering, mathematics, economics, accounting, business or public administration, finance, social sciences, law or related field from an accredited institution whose accreditation is recognized by the US Dept. of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent.

Please note that an advanced degree in one of the fields listed above may substitute for one (1) year of the desired experience.

AND

  • Three (3) years of professional research or analysis experience with an institution engaged primarily in regulatory matters; or two (2) years doing regulatory analysis for Washington state government, one (1) year of which must have been at the Regulatory Analyst 2 level or equivalent.

OR

  • Seven (7) years of professional research or analysis experience with an institution engaged primarily in regulatory matters; or six (6) years doing regulatory analysis for Washington state government, one (1) year of which must have been at the second level or equivalent.

Experience must include:

  • Research and quantitative analytical experience, which includes experience researching, evaluating, and drawing conclusions from large amounts of quantitative and qualitative data; supporting recommendations with facts and analysis; and interpreting laws, rules, polices, and procedures.
  • Communication skills, which include both formal and informal written and oral communication tailored to specific audiences and settings.
  • Team building experience, which includes experience developing positive, productive, and respectful working relationships with distinct stakeholders and co-workers.
  • Leadership or ability to lead groups of teams.
  • Project management knowledge and principles

  • An advanced degree in a relevant field, such as economics, accounting, business or public administration, finance, social sciences, engineering, law, or related field and plus three (3) years performing regulatory or data analysis for Washington state government; one (1) year of which must have been performed at the RA 2 level or equivalent.
  • An advanced degree in a relevant field, such as economics, accounting, business or public administration, finance, social sciences, engineering, or law or related field plus three (3) years of professional research or analysis experience with an institution engaged primarily in regulatory matters.
  • A bachelor’s degree involving a major study in economics, accounting, business or public administration, finance, social sciences, engineering, law, or related field and four (4) years of professional research or analysis experience with an institution engaged primarily in regulatory matters.
  • Three (3) years performing regulatory analysis for Washington state government; one (1) year of which must have been performed at the RA 2 level or equivalent.
  • Seven (7) years of work experience in economic analysis, financial accounting, public utility regulation, public utility law, or utility business operations; four (4) years of which must include research or analysis experience with an institution engaged primarily in regulatory matters.
  • Experience in persuasive writing, writing for decision-makers, or advanced training in the standards of professional writing.
  • Experience writing administrative rules or participating on a rulemaking at a regulatory agency.
  • Experience leading and providing support to a team regarding daily tasks to be completed.
  • Experience implementing data analytical tools and concepts, including but not limited to experience organizing and performing data mining and cleaning, statistical modelling, data visualization, and Microsoft software packages (such as Power Query, PowerBI, and Power Automate).
