The NC Department of Commerce, Division of Public Staff - North Carolina Utilities Commission is currently accepting applications for the Public Utilities Regulatory Analyst Supervisor.
This is a full-time position (40 hours per week) with State Benefits, including health insurance, as well as retirement.

The Public Utilities Regulatory Analyst Supervisor manages work activities of the Public Staff’s Accounting Division. Responsibilities include but are not limited to:
Supervise the investigation and audit of financial transactions and accounting practices of regulated public utilities within the assigned section.
Oversees the development of Public Staff accounting litigation and settlement positions in section matters.
Provide written and oral recommendations to the Utilities Commission regarding rate base adjustments, revenue requirements, rate design, appropriate accounting treatment of capital/expense items, establishment and compliance with regulatory conditions, utility tax treatment, affiliate contracts, and other accounting/financial findings.
Directly supervise, train, mentor, and assigns work to the Public Utilities Regulatory Analyst Is and Public Utilities Regulatory Analyst IIs. Serve as the team lead on advanced cases and projects.
This position DOES NOT involve traditional accounting duties such as recording financial agency transactions, managing agency fiscal programs, or agency budgeting.
About the Public Staff
The Public Staff is an independent agency created in 1977 to review, investigate, and make appropriate recommendations to the North Carolina Utilities Commission with respect to the reasonableness of rates charged and adequacy of service provided by any public utility and with respect to the consistency with the public policy of assuring an energy supply adequate to protect the public health and safety. The Public Staff shall intervene on behalf of the using and consuming public in all Commission proceedings affecting rates or service. Responsibilities include but are not limited to:
Petition the Commission to initiate proceedings when in the public interest.
Intervene in all certificate applications and assist the Commission in analysis.
Make recommendations to the Commission with respect to standards, regulations, or practices.
Investigate formal and informal complaints affecting the using and consuming public.
Intervene in all proceedings for franchise transfers, mergers, and consolidations of public utilities.
Review, investigate, and recommend action to the Commission regarding affiliate contracts.

Note to Current State Employees The salary grade for this position is NC22. Demonstrated experience and knowledge of investor-owned utility accounting practices, related regulatory and experience examining financial records.
Demonstrated supervisory or team-lead experience conducting audits and or investigations.
Demonstrated experience compiling, monitoring, auditing and examining a variety of financial and/or program information sources.
Demonstrated ability to assess and resolve unprecedented problems that require research and review of policy, procedures, and regulations and apply judgment for problem resolutions or program requirements with the ability to manage team workflow, supervise front-line personnel, review subordinate work product and provide feedback, and perform administrative HR functions.
Ability to establish and maintain cooperative and effective relationships with fellow employees, regulators, utility representatives, other state and federal officials, and utility customers with excellent written and oral communication skills to clearly, effectively, and timely communicate complex regulatory accounting matters to other members of the Public Staff, the Commission, and third parties.
Minimum Education and Experience Requirements

Bachelor’s degree in accounting, banking, finance, business administration, public administration, economics, or related discipline from an accredited institution and five years of directly related experience to include at least one year of supervisory experience or performed in a team lead role as a Public Utilities Regulatory Analyst II;
or
An equivalent combination of education and experience.
